Rate limits
How many requests a key may make, and what happens past that.
Limits are per key, per minute:

Past the limit the API answers 429 with code: "rate_limited" and a Retry-After header.
The window is a minute; back off and resume.
For a full re-sync, batches are the way: a hundred units in one request, sixty requests in a
minute, and each unit handled exactly as a single PUT would be.
Reads and writes share the same bucket, so a sync job and a reporting job on the same key share the same 600.
